			<description>Will Right Side News and the American Land Rights Association please cite article, section, clause or amendment to the federal Constitution which gives the federal Congress the power to seize control of all U.S. waters.  Given that I have not been able to find such a reference, I understand that the 10th Amendment automatically reserves power for controlling waters to the states, not the Oval Office and Congress.

In fact, both James Madison and Thomas Jefferson had noted that the Founding States had rejected the idea of giving the federal government the power to open canals.  So I'm inclined to think that people haven't been doing their homework concerning constitutional limits on Congress's power. - B. Johnson1</description>
