			<title>FUSION CENTERS SHOULD BLEND LAW ENFORCEMENT WITH COUNTER-INTELLIGENCE</title>

			<description>As a member of the Association of Former Intelligence Officers (AFIO), I heard Charles &quot;Charlie&quot; Allen discuss Fusion Centers (FC's) in Tyson Corners, VA. This was several years ago, and FC's were just being initiated in the states, including my home state of Ohio. Allen said that by the end of 2008, FC's will be installed in all 50 states. It will be quite a feat to merge the law enforcement (LE) culture with the counter-intel (CI) culture. I hope they can work together. LE wants to slap on the handcuffs as soon as enough evidence is gathered to hold up in court for a sucdcessful prosecution; CI wants to hold off, continue surveillance and gather information about all the links to the suspects. I also hope the U.S. develops FC's that allow domestic surveillance, for many terrorist attacks will be funded, planned and organized overseas. We need an MI-5 model in the U.S. and FC's are the way to accomplish this critical goal, politics aside. Of course,even if innocuous  surveillance cameras were set up all over the U.S., many citizens would become card-carrying ACLU members.
