Wednesday afternoon, the sky over New York City was a falling sheet of white. Temperatures had dropped sharply and the blizzard was underway. But nowhere in the city was the blizzard more pronounced than in Central Park, which had been designed in the 19th century to create a miniature forest in the heart of one of the biggest cities in the world. The trees were layered with coats of snow and visibility had vanished into a cloud of  whiteness. And walking along a path in the Ramble, I heard a woman lecturing her children on the dangers of what else, but Global Warming.

I can already hear the question: just what is the IPCC?  Many in this body may not be familiar with it.  But I hope the Senate becomes more acquainted with it very soon, if only because of its sheer importance to the debate we're having on global warming and cap-and-trade legislation.

Green Waterless Urinals Fill Chicago City Hall with Stench Print E-mail

There's been a stench coming from the second floor of City Hall -- and it has nothing to do with the steady stream of Chicago aldermen convicted on corruption charges.

Waterless urinals installed to promote water conservation in the public men's room outside the City Council chambers have turned into a stinky mess. The odor got so bad that the "green" urinals are now being ripped out and replaced with the old-fashioned kind at a cost City Hall has refused to disclose.

In the midst of a recession, costly environmental legislation is not an easy sell. For that reason, the Obama Administration and congressional proponents of an aggressive environmental agenda have tried to recast their policies as a boost to--rather than a drain on--the economy. From the stimulus package to pending global warming legislation to the Senate's upcoming jobs bill, the latest mantra is green jobs--employment to be created by imposing various environmental measures.

But the reality is that these efforts increase federal spending and exert new government control over the private sector. They are thus more likely to harm the economy and reduce the prospects for net job growth. Genuine job creation can be achieved not through more environmental red tape but less--in particular by allowing more domestic energy production.

Mystery Brit Funds Pump Global Warming Print E-mail

In all the coverage lately given to the UN's Intergovernmental Panel on Climate Change and its embattled chairman, Dr. Rajendra Pachauri, one rather important part of the story has largely been missed. This is the way in which, in its obsession with climate change, different branches of the UK Government have in recent years been pouring hundreds of millions of pounds of taxpayers' money into a bewildering array of "climate-related" projects, often throwing a veil of mystery over how much is being paid, to whom and why.

To begin with a small example. Everyone has now heard of "Glaciergate", the inclusion in the IPCC's 2007 report of a wild claim it was recently forced to disown, that by 2035 all Himalayan glaciers will have melted. In 2001 the Department for International Development (DfID) spent £315,277 commissioning a team of British scientists to investigate this prediction.
