A new, detailed legislative analysis from FAIR's Government Relations staff takes a close look at H.R. 4321, the Comprehensive Immigration Reform for America's Security and Prosperity Act (CIR ASAP). As FAIR has reported, H.R. 4321 would grant amnesty to millions of illegal aliens, dramatically increase legal immigration, and gut many existing enforcement measures. FAIR's new analysis highlights additional details in the nearly 700-page bill, including the impact that CIR ASAP would have on:

National security. The analysis highlights provisions in the legislation that would greatly restrict the Department of Homeland Security's ability to conduct border enforcement activities, as well as a deadline extension related to the Visa Waiver Program - an international tourism program that poses significant security risks to the United States.

Immigrant detention. The bill would actually prohibit Immigration and Customs Enforcement officials from apprehending illegal aliens "on the premises or in the immediate vicinity of" nearly 20 different areas, including recreation centers and colleges or universities.

English as a Second Language (ESL). FAIR's analysis points out that the bill would provide a tax credit worth between $1,000 and $1,500 to ESL teachers over a ten-year period.
