Entire Health Care Bill, H.R. 3200 Is THE Death Panel



August 28, 2009 - Members of the so-called "mainstream media" are going berserk over former Alaska Governor Sarah Palin attacking what she termed "death panels" in President Obama's health care reform legislation.

Interestingly enough, the Senate Finance Committee decided to remove "end of life" language from its version of the health care package because of all of the controversy surrounding death panels. The "end of life" provision is still in the House version, H.R. 3200.

In fact, the entire bill is a death panel. Various sections sprinkled throughout the bill set up federal boards that will determine who gets care, what kind of treatment they'll receive, what kind of medicines and equipment can be used, and who will end up having their care rationed.

Section 1233 (beginning on Page 424) in H.R. 3200 deals with end-of-life committees and "counseling."

This section does the following:

  • Encourages physicians to discuss end-of-life issues with their elderly patients. This includes advance directives, living wills, durable powers of attorney, etc.

  • Encourages physicians to discuss their roles as a health care proxy.

  • Encourages doctors to explain end-of-life services and supports, including palliative care and hospice.

  • Doctors must explain orders regarding life sustaining treatment, including who will be responsible for functioning as a surrogate decision-maker.

  • Requires training for health professionals on use of orders of life sustaining treatment.

  • Life-sustaining treatment can be determined by a physician, a nurse practitioner or physician assistant, as well as other health care professionals.

  • Life-sustaining treatment will be determined by: "the intensity of medical intervention if the patient is pulseless, apneic, or has serious cardiac or pulmonary problems; '(ii) the individual's desire regarding transfer to a hospital or remaining at the current care setting;'(iii) the use of antibiotics; and'(iv) the use of artificially administered nutrition and hydration.'.

These provisions seem innocuous enough, but not when you understand what philosophy is motivating Obama and his health care advisors. And, when you understand that this is only one section of a bill that is more than 1,000 pages long. Other sections contain poisonous language that will result in the destruction of the best health care system on the planet and the unnecessary deaths of millions of Americans with life-threatening diseases.

Saving Money By Restricting Care

President Obama has made it clear that he's looking at ways to save money while taking over the health care system in the U.S. In an interview in the New York Times, in mid-April, 2009, he said this in reaction to a question about how to deal with a hip replacement for an ailing senior citizen:

So that's where I think you get into some very difficult moral issues. But that's also a huge driver of costs, right? I mean, the chronically ill and those toward the end of their lives are accounting for potentially 80 percent of the total health bill out there.

I think there is going to have to be a conversation that is guided by doctors, scientists, ethicists. And then there is going to have to be a very difficult democratic conversation that takes place.

It is very difficult to imagine the country making those decisions just through the normal political channels. And that's part of why you have to have some independent group that can give you guidance.

It is clear that Obama is willing to unplug grandma to save money. He's also willing to gut Medicare and Medicaid, putting the lives of millions of retirees at stake.

Know Obama's Key Advisors

REGULATORY CZAR: One key advisor to Obama on health care is Cass Sunstein, who is slated to become the Regulatory Czar.


Sunstein is an animal rights activist, seeks government monitoring of the Internet, and is a gun control advocate. He believes that animals should have the same constitutional rights as humans.

He is also author of "Nudge" - a book describing how the government can "nudge" people into making the "right" decisions for themselves about their health and lifestyles. He is an advocate of "soft" paternalistic government. Sunstein doesn't believe in directly forcing people to change their eating habits, for example, but he would encourage policies that would restrict choices and options.

As Regulatory Czar, Sunstein would have immense power over all governmental policies involving health care and every other issue involving the regulation of our lives. Sunstein has embraced the idea of a "senior death discount" that states that the lives of young people have greater value than those of the elderly. This sort of thinking will influence "end of life" counseling in Obama's health reform bill. It is likely that the elderly will be "nudged" to die or that their access to care will be restricted, resulting in their deaths.

SCIENCE CZAR: Another Obama health advisor is Science Czar, John Holdren, who once floated the idea of forced abortions and compulsory sterilization. He also advocated the creation of a Planetary Regime that would oversee human population levels and control all natural resources. In a 1977 book, Holdren advocated forcing single women to abort their babies or put them up for adoption; implanting sterilizing capsules in people until they reach puberty; and spiking water reserves to make people sterile.

His "Planetary Regime" scheme would control the world's resources and growth and would have an armed international force to enforce the surrender of national sovereignty.

HEALTH CARE ADVISOR: Yet another health care advisor for Obama is Dr. Ezekiel Emanuel, the brother of Obama's Chief of Staff Rahm Emanuel. In January, Dr. Emanuel wrote an article describing how the federal government should allocate scarce health resources. In his "complete lives" system, "Adolescents have received substantial education and parental care, investments that will be wasted without a complete life. Infants, by contrast, have not yet received these investments." Infants and children will be victims of rationing if Emanuel has his way. In addition, in 1996, he wrote that: "[Health care] services provided to individuals who are irreversibly prevented from being or becoming participating citizens are not basic and should not be guaranteed. An obvious example is not guaranteeing health services to patients with dementia." In short, the elderly, the brain damaged, and others with handicaps would not be guaranteed health care if Dr. Emanuel is one of the advisors running Obama's government-run system.

Emanuel, Holdren and Sunstein would be key figures in determining who gets health care and who doesn't in America if Obama's government-run health care system is passed.

Health Care Rationing Is Inevitable Under Obamacare

What about rationing? Under Section 1145, Page 272, cancer patients and their treatment are open to rationing. Section 1162 mandates "outcome-based measures," which will result in rationing. Section 1233, Pages 425-426, will provide end-of-life resources. Page 425 mandates end of life consulting and planning. Other sections in 1233 deal with death planning.

Under H.R. 3200, a "Health Benefits Advisory Committee" (federal health board) will collect data on various forms of treatment for different conditions to assess which are the most effective and efficient. This federal bureaucracy will set up standards for a nationwide protocol on what treatments can be provided for the sick. (See Page 30 of the bill). An army of Obama bureaucrats will dictate what every insurance plan will cover or not cover; what kinds of treatments and medicines can be used and who can get care.

The entire Obama health care bill is one big death panel. It removes medicine from doctors, physicians and insurance companies and puts those decisions in the hands of people like John Holdren and Cass Sunstein.
