Did Holes in the Border Contribute to Rosas' Murder?

HoleFenceEastTecateOn July 23, Border Patrol agent Rosas was murdered east of Tecate, California.
The Secure Fence Act of 2006 called for the construction of 2 layers of reinforced fencing along 700 miles of the border, including the following: "(i) extending from 10 miles west of the Tecate, California, port of entry to 10 miles east of the Tecate, California, port of entry;"
Instead of twenty miles of double layered fencing near Tecate, DHS built about three miles of single layered fencing, leaving intact 17 miles of old useless 10-ft. mat fencing full of holes.

Agent Rosas was murdered at a spot less than ten miles east of Tecate.
"The fact that agent Rosas' life might have been saved had DHS had done the job that Congress ordered is an inconvenient truth for the media," said Glenn Spencer of the American Patrol Report.
An amendment to the FY2010 Department of Homeland Security Appropriations Bill would complete the 700-mile double fence.
