Israel Security Forces Detain Terrorist from Rafah

The Israeli security forces detained a terrorist from Rafah who infiltrated into Israel through Egypt. He was sent by Hamas in the Gaza Strip to abduct IDF soldiers to use as bargaining chips for the release of imprisoned Palestinian terrorists.1 The incident is a severe violation by Hamas of the lull arrangement.  

1. On September 28, 2008 , the Israel Security Agency and IDF forces detained Jamal Atallah Sabah Abu Duabe , 21, a Rafah resident, after he tried to infiltrate into Israel through the Egyptian border. His objective was to abduct IDF soldiers .

2. The detained Palestinian belonged to a terrorist group funded and trained by high-ranking operatives of Hamas military-terrorist wing , the Izz al-Din al-Qassam Brigades. The group's objective was to abduct IDF soldiers and smuggle them into the Gaza Strip through Egypt and to use them as bargaining chips in the negotiations for the release of Palestinian terrorist prisoners. He was supposed to carry out the attack with the support of another operative of the cell who would wait for him on the Egyptian side of the border.

3. Abu Duabe used a tunnel under the Gaza-Egypt border (the Philadelphi route) to cross into Egypt . He then spent a number of weeks in the Sinai, where he made final preparations to enter Israeli territory. While in Sinai he was in direct and constant contact with his Hamas dispatchers in the Gaza Strip . In the past he had illegally visited Israel several times and was in contact with criminal elements, planning to exploit them to carry out the attack and as part of his cover.

4. His immediate plan was to lure Israeli soldiers to the Israeli-Egyptian border by pretending to be a drug dealer, and then sedate and abduct them . They would then be smuggled into the Gaza Strip through a tunnel and taken by jeep. A search of the terrorist's possessions revealed sleeping pills which, he said, would help him sedate the soldiers he planned to abduct, preventing them from resisting.

5. In conclusion : The Israeli security forces prevented an Izz al-Din al-Qassam Brigades terrorist attack from the Gaza Strip via the Israeli-Egyptian border. The attack was planned and would have been carried out during the lull arrangement, when Hamas is committed to refraining from attacks against Israel targets.
