Kris Kobach: ...the state of California is in conflict with federal law. Federal law tells the alien, go home, you're not supposed to be in the country. But the state of California is telling the alien, hey, stay here, we'll give you a subsidy worth about $60,000, we want you in our state. So it's undermining federal law.
You know one of your guests in a previous time said the system is broken. Now the laws on the books are just fine, but what's broken is when you have a state like California undermining federal law, giving people financial incentive to break federal law. We shouldn't be rewarding those who break federal law. If we're going to subsidize anyone, we should subsidize U.S. citizens who are mortgaged to the hilt.
