The paper is based upon a presentation given by Mr. Kohlmann on July 10 before the III International Course on "Jihad Terrorism: Contingency Plans and Response", organized by the Pablo Olavide University and the Granada University in Spain. It assesses the proliferation of jihad training camps in Pakistan-particularly in Waziristan and the region bordering Pakistani-controlled Kashmir-and the subsequent impact that those training camps have had on the proliferation of terrorist networks in Western Europe.
