Overview
The lull arrangement (which went into effect on June 19) remains in force despite sporadic rocket and mortar shell fire from the Gaza Strip. Fatah and the Palestinian Islamic Jihad claimed responsibility for two of the attacks, using the excuse that they were retaliating for Israel 's counterterrorism activities in Judea and Samaria .
This week a majority vote in the Israeli government authorized the prisoner exchange deal with Hezbollah, two years after the second Lebanon war. The deal is based on the return of Israeli soldiers Ehud Goldwasser and Eldad Regev (who are presumed dead) in return for the release of terrorist-murderer Samir Kuntar (a member of a pro-Iraqi terrorist organization, sentenced to four consecutive life sentences), four Hezbollah operatives detained by the IDF during the second Lebanon war, and a number of unidentified Palestinian prisoners chosen by Israel. Hezbollah is planning a propaganda campaign to represent the deal as a victory, glorifying the terrorist-murderer Samir Kuntar and turning him into a hero and role model.
